Problem with my Cloak

I am sorry for this post but i have a problem with my cloak. i can not wear it . it seams from the message i take each time i try to put it on that i don't have the complete set.
When i change my set to morai (currently vesper) i can wear it. Do you see anything wrong?

why must be noble set? it doesn't make any sense . you should be able to wear cloak. Can someone else verify this
