Bug report: Paladin skill "Chain Strike"

Hello, I'm here to report a bug. The custom skill for the paladin class named Chain strike, which supposedly throws a chain to bring a faraway target near you, seems to not be working. When you try to cast it, the character goes up to the maximum range to its target as if he were to cast it, but once in range he just stands there doing nothing, no animation plays nor is there any error message in the system box. Has this been logged as a bug already?
